BP raises dividend as Q3 profit swells 5 percent

LONDON (AP) ? Oil company BP is rewarding long-suffering shareholders with a substantial dividend increase just days after it sold a stake in a Russian joint venture for billions of dollars.

BP also revealed Tuesday that it made a net profit of $5.5 billion in the third quarter, more than offsetting the $1.34 billion loss reported in the previous three months when the company wrote down the value of some assets. It was also 5 percent higher than last year's equivalent of $5.2 billion.

Most interest came with the news that BP was raising its quarterly dividend 12.5 percent to 9 cents per share. The company's shares were up 3.4 percent to 439.3 pence in early trading in London.

"BP's performance and the strong progress we are making in transforming the company give us the confidence to increase distributions to our shareholders," said Chief Executive Bob Dudley.

"We are on track with our strategy to 2014 and are laying the right foundations for sustainable growth during the coming decade."

Last week, BP announced it was selling its 50 percent share in Russian oil company TNK-BP to state-controlled rival Rosneft for $17.1 billion cash and a 12.84 percent stake in Rosneft. BP also agreed to buy a further 5.66 percent stake in Rosneft for $4.8 billion.

"I believe our agreement will remove considerable uncertainty for our shareholders about BP's future in Russia and will secure for BP a valuable and truly distinctive position in one of the world's largest and most important oil and gas provinces," Dudley said.

BP has faced a difficult few years ever since a big and costly oil spill in the Gulf of Mexico in April 2010. The company booked another $59 million in costs related to the spill in the third quarter, raising the nine-month total to $882 million.

BP said it expects to make the final payment this year into a $20 billion trust fund to compensate losses from the Macondo well blowout, in which 11 people died. Since the disaster in 2010, BP has announced disposals of assets valued at $35 billion toward its goal of $38 billion.

Elsewhere, BP said its replacement cost profit, a key industry benchmark, during the period was $4.7 billion, down from $5.3 billion a year earlier. It blamed lower oil prices and production and higher costs. Revenue of $93.1 billion was also down from $97.7 billion a year earlier.

Production of oil and gas, excluding TNK-BP, was down 3 percent compared to a year ago at 2.26 million barrels a day. BP said it expects higher production in the fourth quarter as its maintenance season ends and new projects make a contribution.

Activision ups its mobile game with Activate and new Skylanders ...

Activision's bid to conquer the mobile gaming market continues as the company announces a new Game Center-style social network called Activate and two new Skylanders titles for mobile devices.

Activision has started its fall blitz. Licensed small fries like 007 Legends and Wipeout 3 are getting back up from giants like the appropriately named sequel Skylanders: Giants and the upcoming Call of Duty: Black Ops 2. Even as Activision goes for broke chasing the console gamer dollar, the company continues to expand its meager mobile gaming operations.

The latest mobile gaming effort from Activision is Activate, the company?s new mobile gaming network. Described as a social platform, Activate is Activision?s answer to Apple?s Game Center, Amazon?s GameCircle, GREE?s OpenFeint, DeNA?s Mobage and even Microsoft?s Xbox Live. Users can login to the Activate network using their Facebook ID and password or create a specific account and then look at features common to these types of services. Friends lists, achievements, cloud saves, etc.

Activision hasn?t announced a start date for Activate, but when it is ready for primetime, the company will have a significant weapon for differentiating itself in the mobile market: Skylanders. Billed as the company?s ?next billion dollar franchise,? the announcement of Activate came alongside the reveal of two new mobile Skylanders games, Skylanders: Lost Islands and Skylanders: Battlegrounds. The former is a resource management game, not unlike Farmville, while the later is a way to bulk up Skylanders characters and action figures that can be used in the console game as well. Both games will have social features supported by Activate.

Activision will also bring Activate support to older titles like last year?s iOS game Skylanders: Cloud Patrol. The new mode for that game will be a shooting game called Showdown, and if a player beats the score of anyone on their Activate friends list, the earn more in-game currency.

After ignoring the booming mobile market for years, licensing out its properties to other developers, Activision seems to have found the perfect blend of services and properties to become a player in the field. It already invested heavily in opening new mobile studios this year, like the UK-based Blast Furnace, whose Pitfall! reboot came out in August. It also partnered with Flurry in June to promote indie mobile games on iOS devices.

How big is Activision?s potential audience for Activate? It?s sold 30 million Skylanders toys?alone in the past year. That?s a whole lot of people already spending on small goods beyond the game, so microtransactions in the games on Activate are a sure thing.

Vampires and monsters will be out in force tonight on Halloween, but some of the darkest creatures out there might be your little angels inside those costumes.

It's been more than a quarter century since psychologists discovered that the cloak of anonymity of Halloween costumes gives children license to steal ? not just candy, but real money. In a naturalistic experiment published in 1976 into the behavior of 1,352 children in the Seattle area on Halloween, researchers found that virtually all children were willing to join in the stealing ? given the right circumstances. The kids varied in age from four and five year-olds to pre-teens.

Scott Fraser was one of the researchers. In an interview this week with The Salt, he says the study challenged an idea that was universally believed at the time, and is still widely held today: People who do bad things are bad people; actions derive from character. Not so, Fraser says. Given the right circumstances, both children and adults can be induced to violate social norms. The context, not character, is king.

Among the chief factors that can turn good kids into thieves: Anonymity. And that's what led the researchers to study kids at Halloween, Fraser said.

"The basic brainstorm that occured is that here's a naturally occurring event in our society where children come dressed in costumes," he says. "They would be dressed as ballerinas, holding masks over their eyes ? they essentially were anonymous."

Fraser was a psychologist at the University of Washington at Seattle at the time, and now teaches at UCLA and USC. The study, which was led by psychologist Edward Diener, was published in the Journal of Personality and Social Psychology.

So, how'd they do it?

The set-up was simple. Researchers allowed kids to show up at 27 homes that had been set up for the experiment. A woman welcomed the trick-or-treaters, and admired their costumes. She made no effort to identify the children. She then showed them to a table. There were two bowls on the table. One held delectable candies. The other was filled with coins. The woman told the children they were each allowed to take only one piece of candy. If anyone asked about the money, the child was told the money was meant for a charitable cause and was to be picked up soon.

Then, the woman disapperared into another room. Secretly, however, researchers hidden behind closet doors or decorative curtains watched the kids.

When the kids were confident that they were anonymous, and especially when they were in large groups, nearly all the children made off with more candy than they were allowed, or with money, or with both. There were 416 separate occasions where children took stuff they were not supposed to take.

"In fact we had some groups that came, and they simply turned the bowl over, divided all the candies up, put it in their bags and left," Fraser recalls. "They robbed us blind."

Leadership also played a role. When children came in a group and a single child was told he or she was responsible for making sure the others took only one candy each ? but no effort was made to identify the leader ? thievery became the norm. The leader knew he or she could act with impunity. And when that happened, nearly all the other kids followed suit.

Fraser said that he sees connections between the kids' behavior and the different ways in which adults break rules, up to and including atrocities committed by soldiers in wartime. Given the cloak of anonymity and unethical leadership, wrongdoing becomes the norm.

"The first thought that comes to mind when an individual commits a horrendous act is to ascribe some kind of character feature that is particular to that individual and that most people feel they don't possess," Fraser said. We think, "that's a serial killer who's a psychopath [or] that's a very rude person ? but [it's] not me."

The psychologists found that when the trick-or-treaters came with a supervising adult, when they came individually and when they were asked for their names and addresses before being shown to the table, honesty levels soared.

So, if you want masked kids to be honest tonight as they reach their sticky hands into the candy bowl, you may want to trust but verify.

Actually, scratch that. Don't trust them. Verify.

U.S., Japan to hold joint military drill amid island ... - Costa Rica News

TOKYO (Reuters) ? Japan and the United States will hold a biennial joint military exercise in Japan in November in a move likely to further anger China amid heightened tensions between the two Asian giants over disputed islets in the East China Sea.

About 37,400 military personnel from Japan will join some 10,000 U.S. troops in the November 5-16 drill, an official at Japan?s Self-Defence Forces said.

China?s Defence Ministry spokesman Yang Yujun said last week China was ?paying close attention to the relevant moves by the Japanese?, when asked about a joint military exercise between the United States and Japan.

Yang also accused Japan of ?manufacturing tensions in the region?.

In recent weeks, both Japan and China have sent patrol ships to waters near the uninhabited islands, called Senkaku in Japan and Diaoyu in China, raising concerns that an unintended collision could develop into a larger clash.

River floods predicted using new technology

ScienceDaily (Oct. 29, 2012) ? Scientists are now using high-tech solutions to provide real-time forecast of the dangers of river floods caused by climate change and human activities to help avoid disasters.

Not all countries are equal in the face of floods. To provide support for the variety of scenarios encountered, the RAMWASS research project developed a tool for gauging and managing the dangers of floods in specific river zones. The system can also be used for preventing floods caused by climate change and human activities. It was tested for the Elbe river, Germany, the Po river in Italy and the Donana marshes in Spain. But it could be applied anywhere in the world.

To simulate and predict floods this so-called decision support system (DSS) relies on environmental data from satellites, sensors and information from the ground, computer simulation and artificial intelligence tools. "The outputs from the DSS are 3-D models of results and hydraulic maps with water speeds, flows and elevations and risk maps and flood times," Javier Piazzese said. He coordinated the project while at CIMNE (Centre Internacional de M?todes Num?rics en Enginyeria), a research organisation in Barcelona, Spain.

"The results are shown using a geographical information system developed by CIMNE and available online." Piazzese adds. Its up-to-the-minute specificity is attractive "The quasi-real-time approach is also needed, because emergency responders are often dealing with outdated information, especially when river characteristics change during, and because of, the flood," comments Ilan Kelman, researcher at the Center for International Climate and Environmental Research in Oslo, Norway, who was not involved in the project.

This approach also presents the advantage of providing low cost flood risk management. "The use of numerical modelling tools can help governments and funding agencies to quantify, delimit and manage flood risk areas with a relatively low-cost," according to research engineer Pablo Tassi at Paris-based power company EDF (El?ctricit? de France), who is not connected to the project.

This risk management can be extended to the future. "In the long term, this kind of research/tools can help governments and funding agencies to test 'what-if' failure scenarios for flood protection that could lead to effective mitigation actions to protect people, private property and public infrastructure during the occurrence of extreme events."

This tool could make a difference through advance planning. It is being tested Central America and in Argentina. There, it could benefit the Santa Fe region and other northern urban and rural areas prone to flooding. With such tools, "the impact of the catastrophic flood [that affected Santa Fe in April 2003]could have been identified much earlier, perhaps days, and potential areas evacuated to reduce flood losses and deaths," says Piazzese, now manager of the Argentina-based Fundaci?n CIMNE Latinoam?rica (FCL), which is piloting the system in the country.

Yet, for Kelman the social component to floods is not to be underestimated for such tools to be effective. "The difference between the developing and developed locations is not so much in the usefulness of the technology, but in the social contexts."

He notes that the keys to reducing flood risk and flood vulnerability are very much in advanced planning and risk assessment, which need technology but are mainly social processes: "Advanced planning is needed for reducing vulnerability, to ensure that a flood does not become a flood disaster. Risk assessment must identify not only the expected flood characteristics (the hazard), but also the ongoing vulnerabilities that lead to the disaster.

multi-userOne of the coolest (and most useful) features of Google's Android Jelly Been 4.2 update is multiple user account switching, offering up the option to have several users share access to a device, while keeping their settings and content walled off from each other. It's something we've been used to on PCs forever, so it's bound to be welcomed by Android users. However, we've learned that the new feature will likely only apply to tablets, certainly as far as Google's Nexus range is concerned. Phones need not apply. The reason -- and this is purely an educated guess on my part -- could well be that back in the day Nokia already patented the idea (via its acquisition of Symbian).

Hurricane Sandy leaves Bahamas after killing 43 in Caribbean

NASSAU, Bahamas (AP) ? Hurricane Sandy spun away from the Bahamas late Friday after causing 43 deaths across the Caribbean, churning northward toward the U.S. East Coast, where it threatens to join with winter weather fronts to create a super storm.

The Category 1 hurricane toppled light posts, flooded roads and tore off tree branches as it spun through Cat Island and Eleuthera in the scattered Bahamas archipelago, with authorities reporting one man killed, the British CEO of an investment bank.

The death toll rose again in impoverished Haiti, reaching 29 late Friday as word of disasters reached officials and rain continued to fall.

Joseph Edgard Celestin, a spokesman for Haiti's civil protection office, said some people died trying to cross rivers swollen by rains from Sandy's outer reaches. While the storm's center missed the country as it passed by Wednesday, Haiti's ramshackle housing and denuded hillsides make it especially vulnerable to flooding.

Officials at a morgue in the western town of Grand Goave said a mudslide crashed through a wooden home Thursday, killing 40-year-old Jacqueline Tatille and her four children, ranging in ages from 5 to 17.

"If the rain continues, for sure we'll have more people die," said deputy Joseph Franck Laporte. "The earth cannot hold the rain."

Officials reported flooding across Haiti, where 370,000 people are still living in flimsy shelters as a result of the devastating 2010 earthquake. Nearly 17,800 people had to move to 131 temporary shelters, the Civil Protection Office said.

Sandy was a Category 2 hurricane when it wreaked havoc in Cuba on Thursday, killing 11 people in eastern Santiago and Guantanamo provinces as its howling winds and rain destroyed thousands of houses and ripped off roofs. Authorities said it was Cuba's deadliest storm since July 2005, when category 5 Hurricane Dennis killed 16 people and caused $2.4 billion in damage.

Cuban authorities said the island's 11 dead included a 4-month-old boy who was crushed when his home collapsed and an 84-year-old man in Santiago province. Near the city of Guantanamo, two men were killed by falling trees, the Communist Party newspaper Granma reported.

Official news media reported Friday that the storm caused 5,000 houses to at least partially collapse while ripping the roofs off 30,000 others. Banana, coffee, bean and sugar crops were damaged.

Sandy also killed a man in Jamaica on Wednesday when a boulder crashed through his house, and police in the Bahamas said a 66-year-old man died after falling from his roof in upscale Lyford Cay late Thursday while trying to repair a window shutter. Officials at Deltec Bank & Trust identified him as Timothy Fraser-Smith, who became CEO in 2000.

One death was reported in Puerto Rico. Police said a man in his 50s was swept away Friday by a swollen river in the southern town of Juana Diaz, where rain from Sandy's outer bands has been steadily falling.

Late Friday, Sandy was about 90 miles (145 kilometers) north of Great Abaco Island in the Bahamas and 395 miles (635 kilometers) south-southeast of Charleston, South Carolina. It was just above the threshold for being a hurricane, with maximum sustained winds of 75 mph (120 kph), and was moving north at 7 mph (11 kph).

With the storm projected to hit the U.S. Atlantic Coast early Tuesday, the U.S. National Oceanic and Atmospheric Administration warned it could merge with two other systems to become a hybrid, monster storm.

Government officials in the Bahamas said the storm seemed to have inflicted the greatest damage on Cat Island, which took a direct hit, and Exuma, where there were reports of downed trees, power lines and damage to homes.

"I hope that's it for the year," said Veronica Marshall, a 73-year-old hotel owner in Great Exuma. "I thought we would be going into the night, but around 3 o'clock it all died down. I was very happy about that."

On Long Island, farmers lost most of their crops and several roofs were torn off, legislator Loretta Butler-Turner said. The island was without power and many residents did not have access to fresh water, she said.

Power also was out on Acklins Island and most roads there were flooded, while the lone school on Ragged Island in the southern Bahamas was flooded.

Russell, the emergency management official in Nassau, said docks on the western side of Great Inagua island had been destroyed and the roof of a government building was partially ripped off.

Jennifer Savoie, a New Orleans native who lives in Eleuthera, said her fiance's resort, The Cove Eleuthera, was spared major damage but that power is out across most of the island.

"We know the protocol and how to prepare," she said. "It's in our blood. We were hit pretty hard though."

The Centers For Disease Control And Prevention

The Centers for Disease Control and Prevention (CDC) on Saturday began distributing cards at airports receiving flights returning directly from Hong Kong warning travelers returning to the United States from Hong Kong and Guangdong Province, Peoples Republic of China and Hanoi, Vietnam that they may have been exposed to cases of severe acute respiratory syndrome (SARS).

The cards are being handed out by quarantine officials at Chicago, OHare International Airport; Los Angeles; New York City, JFK International Airport; Newark; and San Francisco. These airports are the only U.S. airports receiving direct flights from Hong Kong. No U.S. airports receive direct flights from Hanoi or the Guangdong Province. CDC officials expect to expand the distribution of cards to Anchorage, Alaska and the territory of Guam later today.

The travel cards warn those returning from the three areas that they should monitor their health for at least seven days. They are also advised to contact their physicians if they become ill with a fever accompanied by a cough or difficulty in breathing.

The cards also offer guidance designed to assist physicians in making a diagnosis by advising travelers to tell their physicians about recent travel to the affected regions, and whether they have been in contact with individuals who displayed symptoms of SARS.

As of March 15, 2003, the CDC had received reports of SARS cases in Hong Kong and Guangdong Province, Peoples Republic of China; Hanoi, Vietnam and Canada, Singapore and Thailand. For that reason the World Health Organization has issued emergency guidance for travelers and airlines so that persons displaying symptoms of the illness can receive immediate health care and can be brought to the attention of public health authorities. These individuals are also advised against traveling while ill.

The CDC advises physicians and other clinicians to be alert for travelers who:

Have a fever of 100.4 degrees Fahrenheit or higher;

One or more symptoms of respiratory illness including cough, shortness of breath, difficulty in breathing, hypoxia (deficiency in the amount of oxygen reaching tissues of the body), X-rays indicating the presence of pneumonia, or respiratory distress; AND

One or more of the following:

History of travel to Hong Kong or Guangdong Province, People's Republic of China, or Hanoi, Vietnam within seven days of symptom onset;

Close contact with persons with respiratory illness having the described travel history. Close contact includes having cared for, lived with, or had direct contact with respiratory secretions and body fluids of a person with SARS.

Additionally, airlines should:

Alert the destination airport of any passengers meeting the case definition criteria;

Arriving passengers who are symptomatic should be referred to health authorities for assessment and care;

Aircraft passengers and crew should be informed of the persons status as a suspect case of SARS;

The passengers and crew should provide all contact information for how passengers can be reached for the subsequent 14 days to airport health authorities.

Romney on economy: Obama made problem worse

AMES, Iowa (AP) ? Seizing on fresh evidence of economic sluggishness, Republican challenger Mitt Romney said Friday that President Barack Obama inherited a bad situation when he took office and then "made the problem worse." Obama looked ahead to the second term he's hoping to win.

Referring to the two top Republicans in Congress, the president said he was prepared to "wash John Boehner's car" or "walk Mitch McConnell's dog" if it would help complete an elusive deal to cut future deficits by trillions of dollars.

The two campaign rivals faced a common danger as the end of their race came into view: a large and dangerous storm threatening to barrel up the East Coast. Romney and Vice President Joe Biden each canceled planned weekend appearances in Virginia Beach, Va.

Romney was unsparing in his criticism of the man he hopes to unseat. "Despite all that he inherited, President Obama did not repair our economy, he did not save Medicare and Social Security, he did not tame the spending and borrowing, he did not reach across the aisle to bring us together," the former Massachusetts governor said.

"Four years ago, America voted for a post-partisan president, but they have seen the most political of presidents, and a Washington in gridlock because of it," he added.

The Republican challenger borrowed a theme from Obama's successful 2008 campaign, saying he and running mate Paul Ryan "can bring real change to this country." And he tweaked a line that former President Bill Clinton unveiled at this summer's Democratic National Convention, saying, "This is not the time to double-down on trickle-down government policies that have failed us."

Democrats delighted in pointing out that Romney spoke outside Kinzler Construction Services, which benefitted from more than $650,000 in stimulus funding from the 2009 package Obama that signed into law ? and the Republican nominee often criticizes.

Romney campaigned in Iowa and Ohio as national polls showed a tight race. Though his aides claimed momentum, citing recent polls, Obama's team said the president led or was tied in each of the nine battleground states where the two sides have concentrated hundreds of millions of dollars in television commercials over the past five months.

Back in the White House after his long day and night and day of campaigning, Obama said he looked forward to trying to reach a deal with congressional Republicans on a sweeping budget deal if he wins re-election. Asked by radio show host Michael Smerconish if he would make the first move, the president replied, "I've said I'll do whatever's required to get this done.

"And I think the key that the American people want right now is for us to tackle some big challenges that we face in a commonsense, balanced, sensible way." That was a reference to one of his biggest differences with Romney ? his insistence that tax cuts be allowed to expire at upper incomes on Dec. 31, as opposed to Romney's insistence that they be extended.

Obama has been under pressure from Romney in recent days to be more specific about a second-term agenda, and he released a 20-page pamphlet earlier this week. He also had interviews with MTV and several battleground-state television stations on his schedule for the day.

Later, in a live interview with MTV, he urged younger voters to cast their ballots, saying, "there's no excuse" not to.

"In 2000, Gore versus Bush, 537 votes changed the direction of history in a profound way and the same thing could happen," he said. That was Bush's contested margin of victory in Florida, the state that decided the election in a race that went to the Supreme Court.

The two sides disagreed ? of course ? on whether the political battlefield was expanding.

First Romney, then Obama, launched a modest run of television ads in Minnesota, where neither side had made a significant effort to date. The Republican's aides claimed an opportunity to make a state competitive that had long been counted as safe for Obama. The president's side disputed that, insisting that its ads were aimed at voters in Wisconsin, the battleground next door.

Obama's strategists appeared concerned about the impact of Romney's persistent attacks on the president's position on Israel, airing a commercial in the West Palm Beach, Fla., area, home to a large number of Jewish voters. "As long as I'm president of the United States, Iran will not get a nuclear weapon," the president vows in the ad, addressing fears that Tehran would attempt to obliterate the Jewish state.

The ad's subject matter, foreign policy, was a rarity in a campaign for the White House focused largely on the economy and jobs.

Romney vows to put his experience as a businessman to use to create 12 million jobs in four years in a country where unemployment only recently fell below 8 percent for the first time since Obama took office. The president claims progress during his term on fixing the economy, though conceding it hasn't been fast enough, and says Romney's policies would only make matters worse.

There was little indication that the economy was gathering much momentum, based on a Commerce Department report during the day, which said growth from July through September was slightly faster than a 2 percent annual rate. Growth so far this year is slightly less than in 2011, which was weaker than 2010. Officials said the current annual rate is too slow to bring a rapid boost in job creation.

Not all economy-related soundings were negative.

A prominent measure of consumer confidence, calculated by the University of Michigan, rose to its highest level since September 2007, three months before the nation's economy cratered and the credit system virtually shut down.

Romney's aides billed his remarks as a speech about the economy although it was more political than that.

"Four years ago, candidate Obama spoke to the scale of the times. Today, he shrinks from it, trying instead to distract our attention from the biggest issues to the smallest, from characters on Sesame Street and silly word games to misdirected personal attacks he knows are false," he said.

Romney personalized his message at Friday's final campaign stop on frigid night in North Canton, Ohio: "How many single moms these days are scrimping and saving so they can put a good meal on the table at the end of the day for their kids?" Romney asked with Ryan at his side, later adding, "It's time to have a president and a vice president who care more about the people than care about politics."

The Republican's statement that it was no time to "double down on trickle down government policies" was eerily like Clinton's criticism at the Democratic convention. "We simply cannot afford to give the reins of government to someone who will double down on trickle down," the former president said, referring to policies he said Republicans had tried in the past with poor results.

The Romney campaign moved swiftly to try to lay one controversy to rest.

Former New Hampshire Gov. John Sununu suggested in an interview on Thursday that retired Secretary of State Colin Powell had endorsed Obama because both are black. Sununu later issued a statement that said, "I do not doubt that it was based on anything but his support of the president's policies."

(AP) ? Authorities say a man held for questioning matches the description of a gunman who killed three people and critically wounded two others at a family-owned fire extinguisher business and a relative's nearby home in suburban Los Angeles.

The man was one of four people detained and questioned Thursday, Downey Police Lt. Dean Milligan said. The other three, two men and a woman, were released after detectives determined they had no connection to the shootings, which left friends and neighbors grappling for answers as authorities remained mum about a motive.

The gunman doesn't appear to be a former employee, friend or family member of the victims, Milligan said. Police, however, said they don't believe the killings were a random act of violence.

Authorities also recovered a stolen black Chevrolet Camaro, which they say the attacker used to get away after the shootings.

Milligan identified the three people who were killed as Josimar Rojas, 26, Irene Cardenas, 35, and Susana Perez-Ruelas, 34.

Rojas and Cardenas were killed at the business, United States Fire Protection Services Inc., where another woman was wounded, the Los Angeles Times reported. She remains in stable condition.

The gunman then went to the home of the business owner a few blocks away and killed Perez-Ruelas and wounded her 13-year-old son.

A portrait began to emerge Thursday of a tight-knit family who threw large parties and ran a successful company.

Prayer candles and flowers were left at the home and nearby business where the shootings took place. A sign decorated with pink hearts and flowers was left outside the house, reading "RIP Susana, to a great mother."

Workers returned to the industrial strip where the first shots were fired at the small family-owned fire extinguisher company.

"This is absolutely heartbreaking," said Dean Wright, who owns the septic supply business next door. "The guy who did this had to be absolutely crazy."

Richard Mercado, 36, a family friend, said he grew up with the two brothers who ran U.S. Fire Protection, which sells professional firefighting gear and equipment.

Property records show the business is owned by Robert Salinas, 35, and the house is owned by Antonio Salinas, 34. Attempts to reach anyone at either location were unsuccessful and others associated with the family refused to talk when reached by phone.

Mercado said the siblings made a lot of money with the business and that they also liked to buy and sell motorcycles and cars.

"If they saw money to be made they would invest in it," Mercado said. "They always had extra money."

Police said the deadly encounter began around midday Wednesday and that someone called from the business to reporting a shooting.

A few minutes after police arrived, a 13-year-old boy called dispatchers from the family house just down the street, authorities said, where the second shooting happened.

A female secretary and a male employee were killed at the business, according to Wright. At the family's home, the shooter killed the wife of one of the brothers, he said.

The woman and teenager were originally at the business, but somehow got to the home in the Camaro before being shot, according to police. Police don't know whether they drove themselves or were kidnapped by the suspect.

There was no sign of forced entry at either location and police believe the suspect spoke with the victims at both locations before the shooting began. The teen victim, however, did not recognize the gunman, Milligan has said.

The house is a duplex facing foreclosure in a process that began last December, according to real estate records. The property was scheduled to be auctioned Nov. 26 with an asking price of about $837,000.

6 decades later, probe to solve political murder

BRUSSELS (AP) ? The story goes that when Prince Baudouin took the oath to succeed his father after years of tumult over the monarchy, Communist leader Julien Lahaut shouted from the crowd: "Long Live the Republic!"

A week later, two men turned up at Lahaut's door in Belgium's coal and steel heartland and shot him four times with a Colt 45 revolver at point blank range. The killers sped away by car into the gathering darkness and were never caught.

If ever a murder had the hallmarks of a political assassination, the August 1950 slaying was it. But, who was behind it? And why? It's a murder mystery swallowed up in the fog of Cold War politics. Now, 62 years later, the Belgian government has approved fresh funds to solve the crime, convinced the moral implications echo down to this day.

The probe is part of a historical reckoning in which Belgium is revisiting several buried crimes, citing a "duty to remember." They include the involvement of authorities in the persecution of Jews during the Nazi era and government links to the assassination of Congolese prime minister Patrice Lumumba in 1961.

It's up to silver-haired historian Emmanuel Gerard to crack the Lahaut case.

One recent afternoon, Gerard pored over papers from 1950 found in the archive of a former interior minister. In uneven black-and-white typeface, a shadowy informer named Andre Moyen wrote to the former minister about the "execution" of Lahaut, dismissing the postwar Communist leader as "after all, an agent of the USSR."

A careful historian, Gerard says the missive in itself proves nothing. Yet it could be an indication that Belgian authorities, alarmed at signs of leftist foment in the country, might have known something about Lahaut's slaying and chose to keep silent.

In 1950, the Cold War was raging and fighting in Korea had just started. Belgium was bitterly divided between right and left over whether to welcome back from exile King Leopold III, who was long seen as having been too accommodating to Belgium's Nazi occupiers.

Amid the tensions, Leopold handed over power to his son Baudouin. The following week Lahaut was dead.

Historians have long suspected that rightwing pro-Leopold forces were behind the assassination ? but that the government took little interest in solving the case because Lahaut was a Communist. In the political climate pitting the West against the Soviets, and with investigators not nearly as well-trained trained as those of today, the cold-blooded murder of the charismatic parliamentarian turned into a cold case.

Who fired the shots is not essential to Gerard and his team, nor to the politicians who have forced the murder back onto the public agenda. Now, it is more about who ordered the killing, and why the investigation never yielded results.

"It is not an issue of going after the culprits, they must be dead," said socialist senator Philippe Mahoux, one of those who pushed for the new inquiry. "But to know what really happened, that is fundamental."

"There must have been resistance in those days to let the truth emerge," he told The Associated Press in a telephone interview. "We have to know whether there were dark forces behind this ... If there is no solution it feels like a cover-up."

Despite clear political overtones, the case was treated as a common crime. A month after the killing, Communists were banned from all public functions as the Korean War made the Cold War even colder.

The case was officially shelved in 1972. Lahaut's murder turned increasingly into a half-forgotten historical oddity. Delving into the history of World War II and its Cold War aftermath was long difficult for a country struggling with memories of collaboration, postwar repression and anti-Communist action.

A prominent socialist European parliamentarian first took the lead in reviving the Lahaut probe by gathering some ?40,000 ($52,000) in private sponsorship as of 2009 and followed by ?150,000 ($194,000) in subsidies from authorities from Lahaut's French-speaking region in Belgium last year.

Then, over the summer, came ?200,000 ($258,000) from the national government itself. All sources of financing bear a left-wing stamp. Government interest ? and funding ? has opened up since last year, when Elio Di Rupo became the first socialist prime minister in over 35 years.

"The fact that Di Rupo is there doesn't hurt to make sure things proceed," said Mahoux.

As a historian, Gerard stands above the political fray.

He's just happy he can keep digging.

Some say that campaign ads are getting just ridiculous. But now it's taken a turn to the truly bizarre. An Indiana man has auctioned off space on the side of his head, where he tattooed Mitt Romney's presidential campaign "R" logo in a 5-by-2-inch spot for a bid of $15, 000.

Eric Hartsburg posted the eBay listing in August, and told ABC News that he was paid $15,000 by a Republican eBay user, who preferred to remain anonymous, to get the Romney logo permanently inked on the side of his head. "I am a registered Republican and a Romney supporter," Hartsburg said. "I didn't mind getting this tattoo because it is something that I could live with and it's something that I believe in."

He wasn't so enthusiastic about all of the bids he was offered. Hartsburg, whose fresh ink is only three days old, said that he actually rejected the highest bid because it was "lewd." His only requirement for bidding on the 'ad space' was that it could not be racist or offensive.

Hartsburg says that the whole thing was done as a gag but now he believes his new tat has a purpose. He says he is trying to "educate people on his beliefs."

"In the beginning it was done for gags and publicity, but now I see it as a way to encourage young people to vote." He continued, "We have so many rights that we don't utilize and young people need to exercise that right."

The 30-year-old professional wrestler says that he wants his tattoo to send a message to young people. "I want young people to know that it's O.K. to be young, and it's O.K. to be a Republican. You don't have to be rich or elderly to be labeled as a Republican, and I want everyone to know that."

When asked about the reaction to his ink from the general public, Hartsburg admits that a lot of people look at him as a monster.

"A lot of people look at me and think I am the boogey man." He admits, "I've gotten a few F- you's from people."

The rebellious wrestler isn't going to stop at his Romney tattoo, though. He is now auctioning off his forehead space as well, but this time he is doing a private auction rather than using eBay. The minimum bid for this prime real estate is $5, 000.

When asked if he would get an Obama tattoo stamped on his forehead if requested by the highest bidder, Eric Hartsburg says that was one question he wasn't prepared to answer.

"No one has ever asked me that," he said. "That is one question that I wasn't prepared to answer. But no, no, I would definitely not get an Obama tattoo."

Video game with biofeedback teaches children to curb their anger

ScienceDaily (Oct. 24, 2012) ? Children with serious anger problems can be helped by a simple video game that hones their ability to regulate their emotions, finds a pilot study at Boston Children's Hospital. Results were published online October 24 in the journal Adolescent Psychiatry.

Noticing that children with anger control problems are often uninterested in psychotherapy, but very eager to play video games, Jason Kahn, PhD, and Joseph Gonzalez-Heydrich, MD, at Boston Children's Hospital developed "RAGE Control" to motivate children to practice emotional control skills that they can later use in challenging life situations.

The fast-paced game involves shooting at enemy spaceships while avoiding shooting at friendly ones. As children play, a monitor on one finger tracks their heart rate and displays it on the computer screen. When heart rate goes above a certain level, players lose their ability to shoot at the enemy spaceships. To improve their game, they must learn to keep calm.

"The connections between the brain's executive control centers and emotional centers are weak in people with severe anger problems," explains Gonzalez-Heydrich, chief of Psychopharmacology at Boston Children's and senior investigator on the study. "However, to succeed at RAGE Control, players have to learn to use these centers at the same time to score points."

The study, led by first author Peter Ducharme, MSW, a clinical social worker at Boston Children's, compared two groups of 9- to 17-year-old children admitted to the hospital's Psychiatry Inpatient Service who had high levels of anger. To qualify for the study, the children had to have a normal IQ and not need a medication change during the five-day study period.

One group, with 19 children, received standard treatments for anger including cognitive-behavioral therapy, presentation of relaxation techniques and social skills training for five consecutive business days. The second group, with 18 children, got these same treatments, but spent the last 15 minutes of their psychotherapy session playing RAGE Control.

After five sessions, the video gamers were significantly better at keeping their heart rate down. They showed clinically significant decreases in anger scores on the State Trait Anger Expression Inventory-Child and Adolescent (STAXI-CA), and specifically on:

  • the intensity of anger at a particular time
  • the frequency of angry feelings over time
  • expression of anger towards others or objects.

The gamers also had a decrease in suppressed, internalized anger that reached marginal statistical significance. In contrast, the standard-treatment group showed no significant change from baseline on any of the above measures.

The video gamers gave their therapy experience high marks for helpfulness (5 to 6 on a scale of 7). "Kids reported feeling better control of their emotions when encountering day to day frustrations on the unit," says Ducharme. "While this was a pilot study, and we weren't able to follow the kids after they were discharged, we think the game will help them control their emotions in other environments."

More studies in progress

The investigators are now conducting a randomized, controlled clinical trial of RAGE Control in the outpatient clinic at Boston Children's that adds a cooperative component. The children team up with a parent for 10 game sessions at the clinic; if either the parent's or the child's heart rate goes up, neither of them can shoot, forcing them to help calm each other. The research team plans another clinical trial to test whether letting children take RAGE Control home, to play with parents and siblings, will increase its effect.

In addition, Kahn is spearheading a team effort to develop toys to enhance emotional regulation skills in children too young for RAGE Control. These toys include racing cars that stop if a child gets too excited and, for even younger children, a cooperative game where children try to help each other stack blocks (if heart rate goes up, the table becomes wobbly and the blocks topple).

Tymoshenko urges Ukrainians to reject Yanukovich at election

KIEV (Reuters) - Jailed opposition leader Yulia Tymoshenko made an impassioned call to Ukrainians on Thursday to throw out President Viktor Yanukovich's ruling party on Sunday and stop a "dictatorship" which she warned would isolate Ukraine.

Tymoshenko's plea added to tension ahead of a parliamentary election in which Yanukovich's Party of the Regions is seeking to hold on to its majority against a divided opposition, weakened by her imprisonment.

No opinion polls have been published in the former Soviet republic since October 18 in line with an official information black-out.

But ratings before then showed the Regions with a firm lead over opposition parties which include Tymoshenko's Batkivshchyna (Fatherland) and a new liberal party headed by heavyweight boxing champion Vitaly Klitschko.

The government is unpopular because of its tax and pension policies. But most commentators expect the Regions, which is bankrolled by Ukraine's wealthiest industrialists, to hold on to its majority in the 450-seat assembly, cementing the leadership of Yanukovich who comes up for re-election as president in 2015.

Tymoshenko, a former prime minister and the country's most vibrant opposition leader, is serving a seven-year jail sentence for abuse of office which the United States and the European Union have denounced as "selective justice" and see as political vengeance by Yanukovich.

In a statement read out by her daughter Yevgenia, the 51-year-old Tymoshenko, a political firebrand in her heyday, described Sunday's election as a "war which can end with your victory and a chance for change or with our total historical failure."

"If, thanks to your votes, Yanukovich survives as a politician in these elections, he will establish a dictatorship and will never again give up power by peaceful means," she said.

Indicating that a year in prison had not dimmed her powers of oratory, she said Yanukovich's rule would be like a blaze tearing through every family and every company, engulfing freedom and "isolating Ukraine from the rest of the world".

The EU shelved landmark agreements on free trade and political association with Ukraine after Tymoshenko was sentenced a year ago. On indifferent terms with Russia too, many commentators see Ukraine as being adrift in a grey no-man's land between Moscow, Brussels and Washington.

VOTING SYSTEM

Of the 450 seats in the single-chamber parliament, 225 will be filled through voting by party lists, in which the voter casts a ballot for a party which presents a list of candidates.

The other half will be filled by voting for individual candidates in electoral districts - a feature re-introduced by the present parliament and one which is assumed to favor the Regions.

The united opposition, led by former economy minister Arseny Yatesnyuk in the absence of Tymoshenko, and Klitschko's UDAR (Punch) party, say they expect the Regions to use its fatter wallet to bribe voters across the country. The Regions deny accusations of unfair campaigning.

Tymoshenko, in her statement, called on the electorate to resist attempts to buy their support. "If you want to survive, you will have to take yourselves by the throat and refuse to swallow any material hand-outs," she said.

She also warned voters against casting their ballot for phantom parties masquerading as opposition but in reality representing the interests of the ruling party.

She appeared to be referring to politicians such as Natalia Korolevska, who left Tymoshenko's party last year and formed her own "Ukraine-Forward" party, enlisting national football hero Andriy Shevchenko onto her ticket.

Though Korolevska's press service says the party is in opposition, commentators say it is financed by an industrialist who bankrolls also the Regions and is intended to siphon off support from the real opposition.

The election will be monitored by about 3,800 international observers and some 240,000 local observers.

In a joint article published on October 24 by the New York Times, U.S. Secretary of State Hillary Clinton and EU foreign policy chief Catherine Ashton said the West was concerned at Tymoshenko's continued imprisonment, and at reports that state resources were being used to promote Regions' candidates.

Galactic snack time: Stream of stars slowly being ingested by the Milky Way

ScienceDaily (Oct. 25, 2012) ? Using the Sloan Digital Sky Survey, researchers have discovered a band, or stream, of stars believed to be the remnant of an ancient star cluster slowly being ingested by the Milky Way, Earth's home galaxy.

"The Milky Way is constantly gobbling up small galaxies and star clusters," said Ana Bonaca, a Yale graduate student and lead author of a study forthcoming in Astrophysical Journal Letters. "The more powerful gravity of our Milky Way pulls these objects apart and their stars then become part of the Milky Way itself."

Researchers have previously found evidence of the Milky Way eating up dwarf galaxies. Bonaca argues that the newly found stellar stream is the remnant of a star cluster rather than of a larger galaxy, because the stream is very narrow.

"Our discovery is more of a light snack than a big meal for the Milky Way," says Marla Geha, associate professor of astronomy at Yale and a co-author of the study. "Studying this digestion process in detail is important because it gives us new insight into how all galaxies form and evolve."

The new band of stars, or stellar stream, it is the first of its kind found in the southern Galactic sky, a region that has been hard to examine due to a relative lack of deep-sky imaging there. Deeper imaging enables astronomers to detect fainter stars.

Named the Triangulum stream, the newly discovered stellar stream could also help astronomers reconstruct how the Milky Way's mass is distributed, further revealing its dynamic structure.

Galaxies are believed to form hierarchically through the merger of smaller galaxies and still smaller star clusters. Stellar streams form as they are ripped apart by the gravitational force of galaxies. This process may be the primary way galaxies such as the Milky Way grow in mass, the researchers say.

Triangulum was found by searching a region recently surveyed by the Sloan Digital Sky Survey III (SDSS-III), an international collaboration that is mapping the sky through wide-field photometry.

Bonaca, Geha and co-author Nitya Kallivayalil, a Yale postdoctoral fellow, relied specifically on the survey's Data Release 8, which included information about vast new areas of the southern galactic sky.
